License Scheme for Croydon Landlords

As part of the Croydon private rented property license scheme all registered landlords would be advised to make sure all equipment left in the property  is safe to use for your tenants

The best way to do this is to have them EET / PAT tested.

So for example

If you are supplying an oven and washing machine for your tenants.

They should be EET / PAT Tested  / Portable Appliance Testing.

Is it PAT Testing or EET Testing ?

You may have heard of the term PAT Testing or more recently the term EET Testing.

EET Testing means: Electrical Equipment Testing. Within the new IET 5th Edition Code of Practice for the In-Service Inspection and Testing of Electrical Equipment comes a range of changes such as the change in name from PAT Testing (Portable Appliance Testing) to EET Testing (Electrical Equipment Testing).

The phrase PAT Testing is still widely used and recognised as the name for electrical testing as it has been this way for many years.

EET Testing will gradually take over and replace the phrase PAT testing.

What is PAT Testing ?

PAT Testing is Portable Appliance Testing, which is an examination of electrical equipment to make sure that it is safe to use.

We carry out a visual inspection 1st to make sure there are no exposed wires or burnt cables . We then use specific PAT Testing equipment to test for Earth Continuity and insulation resistance among others. If the appliance passes it will get a green sticker, a red for a fail and blue for a visual inspection. After all the testing has been completed we will produce an appliance register and certification indicating if items have passed or failed.

The frequency of inspection & testing required will vary depending on the following.
The environment - Equipment in a benign environment is likely to suffer less damage than equipment in an arduous environment.
The users - If users report damage promptly hazards will be avoided. Conversely, if equipment is likely to receive unreported abuse, more frequent inspection & testing is required.
The equipment construction - The safety of Class 1 equipment is dependent upon a connection with earth. Class 2 equipment is not dependent upon a fixed earth.
The equipment type - Appliances that are hand-held are more likely to be damaged than fixed appliances.

Portable Appliance Testing ( PAT Testing ) is an essential part of a Health & Safety policy for your business.

The Health & Safety Executive ( HSE ) states that 25% of reported electrical accidents involve portable appliances.

The Electricity at Work Regulations ( EWR ) places legal responsibility on employers & employees to comply with these regulations & as practically possible the duty of care to ensure that no danger results from using electrical equipment.

The Health & Safety at Work Act ( 1974 ) places an obligation on employers where appliances are used, on the public where they may use appliances in places such as Hotels, Hostels, Schools, Shops etc. Where appliances are supplied or hired and where appliances are serviced & repaired. This requires a systematic regular programme of maintenance, inspection & testing of Portable Appliances.

A fine of £5,000 per item not complying with regulations. Six month's imprisonment Possible charges of manslaughter in the even of deaths Landlords - The Tenant may also sue you for civil damages Employers - the employee could claim against you Your property insurance or Public Liability Insurance may be invalid.
